Policy Scan 2010: From Washington to the States The 2010 political landscape will be shaped by continued debate over major legislative reforms, ongoing focus on the state of the Nation's economy, and the security situation in Afghanistan and at home. Across the country, budget challenges in a struggling economy and concerns over the potential for new federal mandates will dominate the agenda, along with elections in November. The Congressional midterm elections will also force political leaders and strategists in Washington to take stock of potential voter backlash on many key votes expected early this calendar year.
