Technology Developments
As "Blue Energy"  technology (which utilizes offshore waves, tides, and currents to power turbines) moves closer to becoming a reality, Congress is considering how to properly manage this rapidly growing field of development.  Recently Jason Blak, CEO of Finavera Resources (a company that is pursuing development of one of the first blue energy projects in the U.S.) testified before Congress about the need for investment tax credits similar to other renewable energy products and to create clear and consistent licensing and permitting procedures.
In California
The Attorney General of California has filed a lawsuit against San Bernardino County alleging that the County failed to adequately consider potential climate change associated with its recently-adopted General Plan.  The outcome of the suit—the first of its kind by the Attorney General—will determine the extent to which the California Environmental Quality Act (CEQA) requires public agencies to identify, evaluate, and mitigate potential climate change impacts associated with development projects.
